Read the middle columns, because that’s what moves the money: how clean the source is and how many systems feed the migration. A single tidy database is close to the copy job people imagine. The moment you’re merging records from three systems that each spell “customer” differently, the cost is in reconciling them, not moving them. These estimates carry an upward 20 to 50 percent adjustment when complexity, compliance, or data-quality problems surface mid-project, and they almost always surface.

Where the budget actually goes

Here’s the phase breakdown, and it’s the most useful thing in this whole guide. Assessment and planning is 10 to 15 percent of the budget, data cleaning and preparation 20 to 30, migration execution 30 to 40, testing and validation 15 to 20, and post-migration support 5 to 10.

Sit with that split for a second. Cleaning and testing together are about half the money. The execution phase, which includes the copy but also the ETL logic and the transformation rules, is the biggest single slice, but it’s not the part that surprises people. The surprise is always the cleanup, because nobody knows how bad their data is until someone goes looking.

The tooling is cheap by comparison. The managed services do the mechanical part for pennies: AWS DMS serverless bills from about $0.087 per compute unit an hour, and Google’s Database Migration Service is often free for like-to-like moves but charges $0.40 to $2.00 per gigabyte for heterogeneous ones like Oracle to PostgreSQL. If your migration cost were really about moving bytes, these numbers would be the whole bill. They’re a rounding error next to the human work of deciding what to move and proving it arrived intact.

Why data migrations slip, and how to not

They slip for one reason above all others: the team scoped a copy job and got a cleanup job. The records had duplicates nobody counted, the old schema encoded business rules nobody wrote down, three systems disagreed on what a valid phone number looks like. Every one of those is discovered mid-project, after the fixed price is signed, which is exactly when it’s most expensive to handle.

The single best defense is a real assessment phase before anyone quotes a number. Profile the source data, count the duplicates, find the fields that don’t match the target, and surface the undocumented rules while they’re still cheap to deal with. That phase is only 10 to 15 percent of the budget, and it’s the cheapest insurance in the whole project. Skip it and you’re not saving that 15 percent, you’re deferring it into the 20-to-50-percent overrun.

The other decision that separates smooth migrations from painful ones is cutover strategy. A big-bang move switches everything at once in a single window. It’s faster and cheaper when it works, and brutal when it doesn’t, because unplanned downtime during migration can cost a large enterprise thousands of dollars a minute. A phased migration moves data in slices with both systems running in parallel, costs more in effort, and lets you validate each batch and roll back a bad one without taking the business down. For anything past a small clean database, phased is the safer bet, and we say that having cleaned up the aftermath of a couple of big-bang cutovers that went the wrong way.

When a quote is heavy on execution and light on assessment and testing, that’s the quote to worry about, because it’s pricing the easy 40 percent and hand-waving the hard half. The numbers that should be biggest on a serious migration proposal are the ones for understanding your data and proving it landed correctly.
